Updated PostgreSQL

Updated Setup lines for PostgreSQL to match the ones from tandoor directly => https://docs.tandoor.dev/install/manual/#setup-postgresql.

Without UTF8 you run into issues later if you setup an IDP like authentik and want to connect your user accounts to the IDP User. That leads to Server Error 500!
